4.1 Signal lamp setting conditions general rules
4.1.1 The three situations of intersection, road section and crossing should be considered when setting signal lights.
4.1.2 "The setting of intersection signal lights should be determined according to the shape of the intersection, traffic flow, and traffic accident conditions.
Signal lights and corresponding supporting facilities dedicated to guiding the passage of public transportation vehicles can be set up.
4.1.3 The setting of road section signal lights should be determined according to conditions such as road section traffic flow and traffic accident conditions.
4.1.4 At the crossing, crossing signal lights should be set.
4.1.5 When setting signal lights, corresponding road traffic signs, road traffic markings and traffic technology monitoring equipment should be provided.
4.2 intersection signal light setting

Note: Dislocation distance refers to the distance between the adjacent curb lines of two dislocation roads.
4.2.3 Dislocation Y-shaped intersection, multiple intersection
After reasonable traffic channelization, the setting of signal lights should be determined according to conditions such as traffic flow and traffic accident conditions.
4.2.4 roundabout
The setting of signal lights should be determined according to conditions such as the capacity of the roundabout, traffic flow, and traffic accident conditions.
4.3 Traffic flow conditions for the setting of signal lights used to guide the passage of motor vehicles at intersections
4.3.1 Peak hour traffic conditions of motor vehicles
When the peak hour flow of motor vehicles at the intersection exceeds the value listed in Table 1, signal lights should be set.
1: The main road refers to the road with larger traffic among the two intersecting roads.
2: The secondary road refers to the road with the smaller flow among the two intersecting roads.
Note 3: The number of lanes is counted as the number of canalized sections or road sections above 50 meters from the intersection.
Note 4: At an entrance without a dedicated non-motor vehicle lane, the non-motor vehicle flow entering the intersection should be converted into an equivalent car flow and considered uniformly.
Note 5: When counting the one-way flow of secondary roads, the larger value of the two inlets in each flow statistics period should be accumulated.
4.3.2 Hour flow conditions of any continuous 8h motor vehicle
That is, when the average hourly flow of motor vehicles for any continuous 8 hours at the intersection exceeds the value listed in Table 2, signal lights should be set.

4.4 Non-motorized vehicle signal lights at intersections
For intersections on a single lane of motor vehicles, non-motor vehicle signal lights should be installed at the entrance opposite to the traffic flow of motor vehicles.
When a non-motor vehicle driver cannot clearly see the display status of the signal light used to guide the passage of motor vehicles within 25m from the stop line at the intersection, the non-motor vehicle signal light shall be set.
In other special circumstances, if the conflict between motor vehicles and non-motor vehicles cannot be resolved through traffic organization, non-motor vehicle signal lights should be set.
4.5 Intersection crosswalk signal light setting
At intersections where signal control is adopted, pedestrian crossing markings should be set up accordingly.
4.6 Principles of setting direction indicator lights at intersections
At intersections with dedicated turning vehicle lanes, if the multi-phase phase setting method is adopted, direction indicator lights should be installed.
At intersections where multi-phase phase setting is not used 24 hours a day, no direction indicator lights should be installed.
4.7 Lane signal light setting
Lane signal lights should be installed at variable lane entrances, road sections, tunnels, toll stations and other places.
Lane signal lights can be installed at the entrances and exits of urban expressways and other places according to actual conditions.
4.8 Flash warning signal light setting
Where it is necessary to remind drivers and pedestrians to look out and pass after confirming safety, flashing warning lights should be installed.
4.9 Traffic accident conditions for intersection signal lights
4.9.1 For intersections where an average of more than 5 traffic accidents occurred each year within three years, if accidents can be avoided by setting signal lights from the analysis of the cause of the accident, signal lights should be installed.
4.9.2 Signal lights should be installed at intersections where an average of more than one fatal traffic accident occurs each year within three years.
4.10 Comprehensive conditions for the setting of traffic lights
4.10.1" When two or more conditions in Table 1, Table 2 and 4.9 reach 80%, signal lights should be set at intersections.
4.10.2 Signal lights can be installed at intersections that do not meet the above conditions but have special requirements, such as intersections on the work route of common guards, and intersections within the coordinated control range of the traffic signal control system.
4.11 Traffic conditions for pedestrian crossing signal lights and motor vehicle signal lights
The number of two-way motor vehicle lanes reaches 3 or more. On the road section where the peak hour traffic of two-way motor vehicles exceeds 750 PCU and the 12-hour traffic exceeds 8000 PCU, when the peak hour traffic of pedestrians passing through the crosswalk exceeds 500 people, crosswalk signal lights and corresponding machines should be installed. Motor car signal lights.
Note: For a one-way motorized road, the number of lanes is counted according to the number of lanes in the permitted direction, and the peak hour traffic of motor vehicles is counted according to the permitted direction of traffic.
